عفو بین الملل در یک گزارش تازه گفته که حدود پنجصد هزار نفر با مشکلات گسترده ناشی از سرمای زمستان و فقر روبرو هستند، در حالی که دولت افغانستان و کمک دهندگان بین المللی به آنها بی توجه بوده اند.

این گزارش گفته است که تنها در اردوگاه های اطراف کابل، پایتخت افغانستان، دست کم بیست و هشت کودک در اثر سرمای زمستان جان خود را از دست داده اند.

این آمار در حالی منتشر می شود که دولت افغانستان آمار کسانی را که در اثر سرما و یخ‌زدگی در سراسر افغانستان مرده اند، تا بیش از چهل نفر اعلام کرده است.

حوریه مصدق، از تهیه کنندگان گزارش عفو بین الملل می گوید: "هزاران نفر با تهدید یخ‌زدگی و گرسنگی روبرو هستند، اما دولت افغانستان نه تنها با آنها کمک نمی کند، بلکه از رسیدن کمک به این افراد نیز جلوگیری می کند."

او گفت: "مقامات محلی به این دلیل کمک ها به این افراد را محدود می کنند که می خواهند وانمود کنند که این افراد بزودی از این اردوگاه ها می روند. این یک بحران پنهان، اما وحشتناک انسانی است."

دولت افغانستان هنوز به دریافت های این گزارش واکنشی نشان نداده است.

این گزارش گفته که تنها در کابل، بیش از سی و پنج هزار نفر در سی اردوگاه به سر می برند و با مشکلات زیادی روبرو هستند.

براساس این گزارش، بیشتر این افراد از کسانی هستند که به دلیل بروز خشونت و جنگ در محلات اصلی زندگی شان، به این اردوگاه ها پناه آورده اند.

این گزارش از نهادهای بین المللی کمک دهنده تقاضا کرده است که اطمینان حاصل کنند که بخشی از کمک های آنها به افغانستان، برای بهبود وضعیت زندگی بیجاشدگان داخلی مصرف می شود.

اعتراضات از ماه گذشته در رومانی در مخالفت با برنامه ریاضت اقتصادی این کشور آغاز شد

امیل بوک، نخست وزیر رومانی در پی چند هفته اعتراضات خیابانی در مخالفت با برنامه های ریاضت اقتصادی دولت از سمت خود استعفا داده است.

آقای بوک گفته است که به خاطر فرونشاندن تنش های سیاسی و اجتماعی در کشور تصمیم به کناره گیری گرفته است.

از جمله برنامه های امیل بوک که اعتراضات گسترده ای را در پی داشت کاهش ۲۵ درصدی حقوق کارکنان دولت، منع افزایش مستمری بازنشستگان و افزایش مالیات بر خرید کالا به میزان ۲۴ درصد بود.

از نظر اقتصادی، رومانی دومین کشور فقیر اروپا محسوب می شود و تظاهرکنندگان گفته بودند که اجرای برنامه ریاضت اقتصادی فشار غیرقابل تحملی را بر مردم وارد می کند.

در مقابل، حامیان برنامه های ریاضت اقتصادی تاکید داشته اند که هدف از اجرای این برنامه ها، ایجاد شرایط مناسب برای افزایش رشد اقتصادی این کشور بوده است.

علیرغم رشد اقتصادی رومانی در سال گذشته، این کشور در هفته های اخیر شاهد اعتراضاتی به شرایط اقتصادی بود.

مقامات رومانی اجرای برنامه ریاضت اقتصادی را برای بازپرداخت وام دریافتی از صندوق بین المللی پول لازم دانسته بودند.

قرار است انتخابات پارلمانی آتی رومانی در ماه نوامبر سال جاری برگزار شود و انتظار می رود که رئیس جمهور این کشور تا زمان برگزاری انتخابات، یک دولت موقت را منصوب کند.

تظاهرات اعتراضی در رومانی در ابتدا با اعتراضاتی در مخالفت با کناره گیری وزیر بهداشت، که از محبوبیت برخوردار بود، آغاز شد.

با این همه، به زودی ماهیت این اعتراضات تغییر کرد و تظاهرات به نمایش مخالفت با کل سیاست های اقتصادی دولت آقای بوک مبدل شد.

به گزارش روز سه شنبه خبرنگار اجتماعی ایرنا ، ' حمید رضا ارشادمنش ' در اختتامیه جشنواره برترین های آموزش و پژوهش در حوزه مدیریت شهری و روستایی كه در تالار وزارت كشور برگزار شد، افزود:در بخش ساخت و ساز مترو تا كنون بیش از 60 درصد اعتبار مصوب به شهرداری ها پرداخت شده و بقیه آن نیز براساس روند تعیین شده متناسب با درآمدها و اعتبارات خزانه به شهرداری ها پرداخت می شود.

وی درباره استفاده از سایر منابع برای توسعه حمل و نقل عمومی و كمك به شهرداری ها اظهار داشت: در بخش سایر منابع نیز با برنامه ریزی ها و پیگیری های صورت گرفته فرصت مناسبی برای استفاده از منابع و تسهیلات خارجی و فاینانس چین برای قطار شهری ها تا مبلغ چهار تا پنج میلیارد دلار فراهم شده است.
